George Washington delivers 1st State of the Union Address

On January 8, 1790, President George Washington delivered the first State of the Union address to the assembled Congress in New York City.

Washington began by congratulating the gathered representatives on the present favourable prospects of our public affairs, most notable of which was North Carolina's recent decision to join the federal republic. North Carolina had rejected the Constitution in July 1788, because it lacked a bill of rights. Under the terms of the Constitution, the new government acceded to power after only 11 of the 13 states accepted the document. By the time North Carolina ratified in November 1789, the first Congress had met, written the Bill of Rights and dispatched them for review by the states. When Washington spoke in January, it seemed likely the people of the United States would stand behind Washington's government and enjoy the concord, peace, and plenty he saw as symbols of the nation's good fortune.
Washington's address gave a brief, but excellent, outline of his administration's policies as designed by Alexander Hamilton. The former commander in chief of the Continental Army argued in favor of securing the common defence [sic], as he believed preparedness for war to be one of the most effectual means of preserving peace. Washington's guarded language allowed him to hint at his support for the controversial idea of creating a standing army without making an overt request.

Washington's First State of the Union Address
Article II, Section 3 of the U.S. Constitution requires the President of the United States to ...
"...from time to time give to the Congress Information of the State of the Union, and recommend to their consideration such Measures as he shall judge necessary and expedient;..."
While the Constitution specifies no time, date, place, or frequency for the Address, President's have typically delivered the State of the Union in late January, soon after Congress has re-convened. This timing allows the President to spell out the Administration's agenda for the coming year and to "... recommend to their consideration such Measures as he shall judge necessary and expedient;..." before Congress has taken up any major legislation.

Fellow Citizens of the Senate and House of Representatives:
I embrace with great satisfaction the opportunity which now presents itself of congratulating you on the present favorable prospects of our public affairs. The recent accession of the important state of north Carolina to the Constitution of the United States (of which official information has been received), the rising credit and respectability of our country, the general and increasing good will toward the government of the Union, and the concord, peace, and plenty with which we are blessed are circumstances auspicious in an eminent degree to our national prosperity.
In resuming your consultations for the general good you can not but derive encouragement from the reflection that the measures of the last session have been as satisfactory to your constituents as the novelty and difficulty of the work allowed you to hope. Still further to realize their expectations and to secure the blessings which a gracious Providence has placed within our reach will in the course of the present important session call for the cool and deliberate exertion of your patriotism, firmness, and wisdom.
Among the many interesting objects which will engage your attention that of providing for the common defense will merit particular regard. To be prepared for war is on e of the most effectual means of preserving peace.
A free people ought not only to be armed, but disciplined; to which end a uniform and well-digested plan is requisite; and their safety and interest require that they should promote such manufactories as tend to render them independent of others for essential, particularly military, supplies.
The proper establishment of the troops which may be deemed indispensable will be entitled to mature consideration. In the arrangements which may be made respecting it it will be of importance to conciliate the comfortable support of the officers and soldiers with a due regard to economy.
There was reason to hope that the pacific measures adopted with regard to certain hostile tribes of Indians would have relieved the inhabitants of our southern and western frontiers from their depredations, but you will perceive from the information contained in the papers which I shall direct to be laid before you (comprehending a communication from the Commonwealth of Virginia) that we ought to be prepared to afford protection to those parts of the Union, and, if necessary, to punish aggressors.
The interests of the United States require that our intercourse with other nations should be facilitated by such provisions as will enable me to fulfill my duty in that respect in the manner which circumstances may render most conducive to the public good, and to this end that the compensation to be made to the persons who may be employed should, according to the nature of their appointments, be defined by law, and a competent fund designated for defraying the expenses incident to the conduct of foreign affairs.
Various considerations also render it expedient that the terms on which foreigners may be admitted to the rights of citizens should be speedily ascertained by a uniform rule of naturalization.
Uniformity in the currency, weights, and measures of the United States is an object of great importance, and will, I am persuaded, be duly attended to.
The advancement of agriculture, commerce, and manufactures by all proper means will not, I trust, need recommendation; but I can not forbear intimating to you the expediency of giving effectual encouragement as well to the introduction of new and useful inventions from abroad as to the exertions of skill and genius in producing them at home, and of facilitating the intercourse between the distant parts of our country by a due attention to the post-office and post-roads.
Nor am I less persuaded that you will agree with me in opinion that there is nothing which can better deserve your patronage than the promotion of science and literature. Knowledge is in every country the surest basis of public happiness. In one in which the measures of government receive their impressions so immediately from the sense of the community as in ours it is proportionably essential.
To the security of a free constitution it contributes in various ways - by convincing those who are intrusted with the public administration that every valuable end of government is best answered by the enlightened confidence of the people, and by teaching the people themselves to know and to value their own rights; to discern and provide against invasions of them; to distinguish between oppression and the necessary exercise of lawful authority; between burthens proceeding from a disregard to their convenience and those resulting from the inevitable exigencies of society; to discriminate the spirit of liberty from that of licentiousness - cherishing the first, avoiding the last - and uniting a speedy but temperate vigilance against encroachments, with an inviolable respect to the laws.
Whether this desirable object will be best promoted by affording aids to seminaries of learning already established, by the institution of a national university, or by any other expedients will be well worthy of a place in the deliberations of the legislature.
Gentlemen of the House of Representatives:
I saw with peculiar pleasure at the close of the last session the resolution entered into by you expressive of your opinion that an adequate provision for the support of the public credit is a matter of high importance to the national honor and prosperity. In this sentiment I entirely concur; and to a perfect confidence in your best endeavors to devise such a provision as will be truly with the end I add an equal reliance on the cheerful cooperation of the other branch of the legislature.
It would be superfluous to specify inducements to a measure in which the character and interests of the United States are so obviously so deeply concerned, and which has received so explicit a sanction from your declaration.
Gentlemen of the Senate and House of Representatives:
I have directed the proper officers to lay before you, respectively, such papers and estimates as regard the affairs particularly recommended to your consideration, and necessary to convey to you that information of the state of the Union which it is my duty to afford.
The welfare of our country is the great object to which our cares and efforts ought to be directed, and I shall derive great satisfaction from a cooperation with you in the pleasing though arduous task of insuring to our fellow citizens the blessings which they have a right to expect from a free, efficient, and equal government.

When George Washington took over Mount Vernon at age 22 there were 18 slaves. When he married he gained control of 200 more which technically belonged to the estate of his wife’s first husband. By 1786, he owned 216 slaves. (Flexner,p114)
While George Washington was serving as president in Philadelphia, a Pennsylvania law was passed freeing slaves whose owners had been citizens of the state for six months. George Washington sent his two most valuable slaves home, telling them it was for his wife’s convenience.(Wilkins,p76)
In 1796 Oney (or Ona) Judge ran away to New Hampshire. She was one of George Washington’s slaves - Martha’s personal servant. President George Washington asked the Treasury Secretary and a customs agent for help in getting her back, by force, if necessary - but she never returned.(Wilkins. P82. also: Gerson)
When George Washington left the presidency he apparently left some house slaves behind in Philadelphia, knowing that under state law they would be quietly freed by having spent a certain amount of time in Pennsylvania. (Flexner)
When he died in 1799 his will called for his manservant William Lee to be freed immediately, and given a pension. The other slaves were to be freed when his widow died. Martha chose to free them two years later. According to Abigail Adams this was because Martha Washington feared her life might be in danger, since her death meant freedom for the slaves.(Hirschfield p 214)
Neither George Washington nor Martha Washington could legally free the dower slaves which still belonged to the Custis estate.
1766: George Washington sent a “rogue and runaway” slave to the islands to be sold for rum, molasses, etc. (Flexner,p114)
1774: George Washington said new British laws would make Americans "as tame and abject slaves as the blacks we rule over with such arbitrary sway." (Flexner, p114)
1778/9: George Washington was reluctant to buy or sell slaves, although he felt that: “If these poor wretches are to be held in a state of slavery, I do not see that a change of masters will render it more irksome, provided husband and wife, and parents are not separated from each other, which is not my intention to do." (Flexner, p118)
1786 George Washington complained about a Quaker abolitionist society: “I can only say that no man living wishes more sincerely than I do to see the abolition of (slavery)…But when slaves who are happy & content to remain with their present masters, are tampered with & seduced to leave them… it introduces more evils than it can cure."(Hirschfield,p187)
Before 1793:"The unfortunate condition of the people whose labors I in part employed has been the only unavoidable subject of regret. To make the adults among them as easy and comfortable as their actual state of ignorance and improvidence would admit; and to lay a foundation to prepare the rising generation for a destiny different from that in which they were born, afforded some satisfaction to my mind, and could not, I hoped, be displeasing to the justice of the Creator." (Flexner, p121)
1793: As president George Washington signed the Fugitive Slave Act.
1793: George Washington hoped to rent and/or sell parts of his land, freeing the slaves to work as laborers. In a private letter he said his most powerful motive was:"to liberate a certain species of property which I possess very repugnantly to my own feelings, but which imperious necessity compels, and until I can substitute some other expedient by which expenses not in my power to avoid (however well disposed I may be to do it) can be defrayed." He was unable to find suitable renters or buyers and the plan fell through.(Flexner, p113)
Approx 1794: One of George Washington’s slaves died: “I hope every necessary care and attention was afforded him. I expect little from (Overseer) McKoy, or indeed from most of his class, for they seem to consider a Negro much in the same light as they do the brute beasts on the farms, and often treat them as inhumanely.” (Wilkins,p83)

1796: A federal customs official in New Hampshire located George Washington’s runaway slave Oney Judge.George Washington asked him to “seize her and put her on board a Vessel bound immediately to this place or to Alexandria (Virginia).” The customs official warned that this would spark a riot.(Gerson )
1796:, The customs official wrote that Oney Judge agreed to return if George Washington promised to free her in his will. George Washington wrote to the customs official:“I regret that the attempt you made to restore the Girl (Oney Judge as she called herself while with us, and who without the least provocation absconded from her Mistress) should have been attended with so little Success. To enter into such a compromise with her as she suggested to you is totally inadmissible, for reasons that must strike at first view: for however well disposed I might be to gradual abolition, or even to an entire emancipation of that description of People (if the latter was in itself practicable at this moment) it would neither be political or just to reward unfaithfulness with a premature preference; and thereby discontent before hand the minds of all her fellow-servants who by their steady attachments are far more deserving of favor.” Oney Judge remained free.(Wilkins,p82)
1799: George Washington complained that he had too many slaves. “To sell the overplus I cannot, because I am principled against this kind of traffic in the human species. To hire them out is almost as bad, because they could not be disposed of in families to any advantage, and to disperse the families I have an aversion.What then is to be done? Something must or I shall be ruined…” (Hirschfield,p74)

"Englishman Robert Hooke (1635-1703), a natural philosopher and architect whose diverse achievements included creating the balance spring used in pocket watches and, as the author of the landmark book Micrographia, coined the word cell for biological organisms. But this was also the age of the polymath, and among the many papers that Dr. Hooke presented to his colleagues in the Royal Society was one on his experiments with a plant newly arrived in England from the East Indies, that, when properly administered, seemed to possess some very exciting qualities:

Quite incidentally, George Washington wrote, in a note to his gardener at Mount Vernon in 1794, “Make the most of the Indian hemp seed, and sow it everywhere!” (The Writings of Washington, Volume 33, Page 270. Library of Congress).
"Englishman Robert Hooke (1635-1703), a natural philosopher and architect whose diverse achievements included creating the balance spring used in pocket watches and, as the author of the landmark book Micrographia, coined the word cell for biological organisms. But this was also the age of the polymath, and among the many papers that Dr. Hooke presented to his colleagues in the Royal Society was one on his experiments with a plant newly arrived in England from the East Indies, that, when properly administered, seemed to possess some very exciting qualities:

To be fair, most hemp in colonial and early America, was used for naval purposes and was imported. During the first 6 months of 1770, the colonies imported over 400 tons of hemp from Great Britain; 3,400 tons in 1800; and about 5,000 tons were imported each year between 1820 and 1840. Known domestic production in the 1800's was usually in the 5,000-10,000 ton range, except in the 1840s and 1850s when 30,000-plus tons of hemp were annually produced.

George Washington Seeks Greenhouse Advice From Magaret Carroll in Maryland

Recently, while looking for paintings of conservatories in Europe & America, I have begun to wonder when the term conservatory became popular in early America, & when it became separate from the term greenhouse. That has led me to review greenhouses in colonial America & the early republic, as well as the impact of American plants on European greenhouses. One of the most intriguing greenhouse stories involves George Washington.
In her 1770 description of the gardens Charles Carroll the Barrister's home called Mount Clare in Baltimore, Maryland, visiting Virginia widow Mary Ambler mentioned, "there is a Green House with a good many Orange & Lemon Trees just ready to bear." Widow & mother Mary Ambler had traveled to Baltimore from Belvoir in Fauquier County, Virginia, with her 2 children to be innoculated against smallpox.
At Mount Clare, as in many 18th century households, the wife supervised the greenhouse activities, while the husband oversaw the design of the gardens and grounds. Margaret Tilghman Carroll (1743-1817) was renowned for her orange & lemon trees. After her husband Charles Carroll (1723-1783) died in 1783, she devoted much of her time to growing plants in her greenhouse.

In addition to her greenhouse, Margaret Carroll also had a 39' by 24' brick structure at Mount Clare, which she called a Stove House, with an intricate hot air heating system for growing plants, such as pineapples, indoors yearound.
Her reputation & skill as a horticulturalist had impressed George Washington (1732-1799) who wrote a letter to her cousin Col. Tench Tilghman in August of 1784,
"I shall essay the finishing of my greenhouse this fall, but find that neither myself, nor any person about me is so well skilled in the internal constructions as to proceed without a probability at least of running into errors.
Shall I for this reason, ask the favor of you to give me a short description of the Green-house at Mrs. Carrolls? I am persuaded, now that I planned mine on too contracted a scale. My house is (of Brick) 40 feet by 24, in the outer dimensions."
It is believed that Washington built his greenhouse copying Margaret Carrolls' building, which no longer exists. And in April the following spring Washington noted in his diary, "Planted and sowed in boxes placed in front of the Green House."

In 1788, Lt. John Enys (1757-1818) stopped at Mount Vernon noting that, "The front by which we entered had a Gras plot before it with a road round it for Carriages planted on each side with a number of different kinds of Trees among the rest some Weeping Willows which seem to flourish very well. One the one side of this stands the Garden, green house &c." Enys had come to America during the Revolution and recorded his notes after he returned to England and retired from the British army.

Early in 1789, Congregational clergyman & geographer Jedidiah Morse (1761-1826) was also impressed with Washinton's garden & described Mount Vernon in his American Geography, "the green-house, school-house, offices and servants halls, when seen from the land side, bears a resemblance to a rural village --especially as the lands in that side are laid out somewhat in the form of English gardens, in meadows and grass grounds, ornamented with little copcies, circular clumps and single trees."

Wishing to make a present of some of her prized greenhouse specimens to George Washington, including one grafted tree that produced both lemons and oranges, on 29 October 1789, Margaret Carroll sent by boat 20 pots of lemon & orange trees plus 5 boxes of assorted other greenhouse plants to Washington at the harbor in Alexandria.
Apparently Margaret Carroll had spoken about the financial possibilities of erecting greenhouses & stovehouses to George Washington; because the gift of Mount Clare's mistress was in response to a letter that Washington had sent her from New York, on September 16th 1789.
Madam,
A Person having been lately sent to me from Europe in the capacity of a Gardner, who professes a knowledge in the culture of rare plants and care of a Green-House, I am desirous to profit of the very obliging offer you were pleased some time ago to make me.
In availing myself of your goodness I am far from desiring that it should induce any inconvenience to yourself—but, reconciling your disposition to oblige, with your convenience, I shall be happy to receive such aids as you can well spare, and as will not impair your collection.
Trusting that this will be the rule of your bounty, I have requested General Williams to give you notice, when an opportunity offers to transport the trees or plants in the freshest state to Mount Vernon, and to pay any expence which may be incurred in fitting them for transportation, and to receive them from your Gardner for that purpose.
I have the honor to be, most respectfully, Madam, Your obliged and obedient Servant,

Several years later, in 1792, French visitor Jacques Pierre Brissot de Warville (1754-1793) wrote, "I hastened to arrive at Mount Vernon...after having passed over two hills, you discover a country house of an elegant and majestic simplicity. It is preceded by grass-plats; on the one side of the avenue are the stables, on the other the green-house, and houses of a number of negro mechanics." Brissot was a vocal supporter of the 1789 French Revolution.
This flurry of activity around the greenhouses of Margaret Carroll and George Washington was not new in America. The possibilites of growing tender plants in greenhouses had fascinated Americans since the 1st half of the century in colonial America.

Early American Spy Lydia Barrington Darragh

It is said that on the night of December 2, 1777, Irish-born Philadelphia nurse Lydia Barrington Darragh (1729-1789) potentially saved lives for General George Washington's Continental Army, when she overheard the British planning a surprise attack on Washington's army for the following days.
On Second Street in Philadelphia, directly opposite the headquarters of Sir William Howe, the British commander, lived a Quaker couple, William & Lydia Darrah. Howe’s adjutant general took over part of the Darrah home for his quarters. On December 2, 1777, he advised Lydia to send all her family to bed early, apparently in anticipation of a meeting to be held at their home. At this time, Philadelphia was occupied by the British.
When Howe's headquarters proved too small to hold meetings, he often commandeered a large upstairs room in the Darraghs' house. Although uncorroborated by contemporary written evidence, family oral history relates that Mrs. Darragh regularly would eavesdrop & take notes on the British meetings from an adjoining room & would conceal the notes by sewing them into her coat before passing them onto American troops stationed outside the city.
On the evening of December 2, 1777, Darragh overheard the British commanders planning a surprise attack on Washington's army at Whitemarsh, Pennsylvania, for December 4 & 5.
The morning after the British meeting in her home, determined to get word to the patriots, 48-year-old Lydia crossed the street to Howe’s headquarters & requested a pass to go to a miller at Frankfort to obtain flour. With the pass, she went through the British lines, left her bag to be filled at the mill, and then hurried northward, and delivered her warning.
Lydia then returned to the mill, paid for her bag of flour, and re-entered the city, unsuspected. The forewarned Washington intensified his patrols. She never made the story public during her lifetime, & her daughter told people about her heroism after her death.
The British did march towards Whitemarsh on the evening of December 4, 1777, & were surprised to find General Washington & the Continental Army waiting for them. After three inconclusive days of skirmishing, General Howe chose to return his troops to the relative safety of Philadelphia.

The Lost & Found Thanksgiving Proclamation of 1789

The original Thanksgiving Proclamation document was penned by William Jackson, secretary to the President, and only signed by George Washington. The declaration was announced in newspapers and then the original was lost, probably on the move of the US capitol from New York to Washington, D.C. The original manuscript returned to its home in the capitol in 1921 when Dr. J. C. Fitzpatrick, of the manuscripts division of the Library of Congress, purchased the proclamation for $300 at auction from an art gallery in New York City. It was the 1st official presidential proclamation issued in the United States of America.

Whereas it is the duty of all Nations to acknowledge the providence of Almighty God, to obey his will, to be grateful for his benefits, and humbly to implore his protection and favor-- and whereas both Houses of Congress have by their joint Committee requested me to recommend to the People of the United States a day of public thanksgiving and prayer to be observed by acknowledging with grateful hearts the many signal favors of Almighty God especially by affording them an opportunity peaceably to establish a form of government for their safety and happiness.
Now therefore I do recommend and assign Thursday the 26th day of November next to be devoted by the People of these States to the service of that great and glorious Being, who is the beneficent Author of all the good that was, that is, or that will be-- That we may then all unite in rendering unto him our sincere and humble thanks--for his kind care and protection of the People of this Country previous to their becoming a Nation--for the signal and manifold mercies, and the favorable interpositions of his Providence which we experienced in the course and conclusion of the late war--for the great degree of tranquility, union, and plenty, which we have since enjoyed--for the peaceable and rational manner, in which we have been enabled to establish constitutions of government for our safety and happiness, and particularly the national One now lately instituted--for the civil and religious liberty with which we are blessed; and the means we have of acquiring and diffusing useful knowledge; and in general for all the great and various favors which he hath been pleased to confer upon us.

1st Every Action done in Company, ought to be with Some Sign of Respect, to those that are Present.
2d When in Company, put not your Hands to any Part of the Body, not usualy Discovered.
3d Shew Nothing to your Freind that may affright him.
4th In the Presence of Others Sing not to yourself with a humming Noise, nor Drum with your Fingers or Feet.
5th If You Cough, Sneeze, Sigh, or Yawn, do it not Loud but Privately; and Speak not in your Yawning, but put Your handkercheif or Hand before your face and turn aside.

106th Set not yourself at the upper of the Table but if it Be your Due or that the Master of the house will have it So, Contend not, least you Should Trouble the Company.
107th If others talk at Table be attentive but talk not with Meat in your Mouth.
108th When you Speak of God or his Atributes, let it be Seriously & wt. Reverence. Honour and Obey your Natural Parents altho they be Poor.
109th Let your Recreations be Manfull not Sinfull.
110th Labour to keep alive in your Breast that Little Spark of Celestial fire Called Conscience.
